Caltrans Ð Southern
California Regional Rail Authority-- Caltrans
project manager for $1.97 Billion planning, design, construction,
implementation and start-up of a diesel powered passenger commuter rail system
serving five counties.
Responsibilities included project management oversight, construction
oversight and project progress monitoring, approving project management plans,
schedules of development and financial plans, on-site project inspections,
project progress payments approval, coordinating rail project changes, real
estate acquisitions, CEQA/NEPA oversight and hazardous materials due diligence
effort.
BART On-call Construction Services, Oakland CA--Assisted the BART Transit System Development Group
with executing multiple construction contracts. Responsibilities included participating in contract
negotiations, processing claims, managing personnel and resource assignments,
documenting and monitoring work performed and approving contractorsÕ
invoices. Developed work plans and
coordinated these with the BART operations staff. Coordinated with BART staff
to rewrite and update the BART Resident EngineerÕs Manual.
Caltrans/San Diego Metropolitan Transit Development
Board East Urban Line RrojectÑServed
as Caltrans project manager for $600 Million project, planning, design,
construction, implementation and start-up of an electric powered light
rail passenger system serving east
San Diego County. Responsibilities
included project management oversight, construction oversight and project
progress monitoring, approving project management plans, schedules of
development and financial plans, on-site project inspections, project progress
payments approval, coordinating rail project changes, real estate acquisitions,
CEQA/NEPA oversight and hazardous materials due diligence effort.
Oakland Airport Roadway
Project, Oakland, CA ÐManager of
structural design for a complete grade separation along new roadway into the
Oakland Airport. This grade separation included a multiple span structure
carrying traffic on STH 61 (Doolittle Road) over new Airport Drive. Multiple
different structure types were investigated. Ultimately a post-tensioned concrete box girder was selected
due to vertical clearance restrictions. The structure was designed with
provisions to add additional loop ramps in the future. Multiple retaining walls were required
as well as special foundations for luminaires and signage to meet the geometric
constraints
Middle
Harbor Road & 7th Street Realignment Ð Phases 2 & 3, Port of
OaklandÐ Project Manager Two separate
construction bid packages were prepared which included the following elements:

Realignment of
approximately 10,800 LF of Middle Harbor Road and 5,000 LF of 7th
Street.
¤
Design of 6,800 LF of
railroad for three lead tracks, one spur track and nine at-grade crossings.
¤
Four traffic signals
with rail preemption, one combined traffic/rail signal, and three rail signals
including a bicycle path signal.
¤
New and relocated
underground electrical and telephone trenches and street lighting.
¤
Storm drain and sanitary
sewer facilities with pump station
¤
New and relocated
utility joint trenches, one set of trenches for public utilities and the other
for the PortÕs electrical power and future communication lines.
Cross
Airport Roadway, Oakland International Airport, OaklandÐ Project
Manager, was responsible for the civil engineering design package, including
roadway and taxiway, sanitary sewers, signals, utility coordination and stage
construction. Supervised production of design and construction documents for
the civil elements of the project, including Realignment and widening of the
4200 foot access roadway, a new 8,000 LF cross-airport roadway to the City of
Alameda; New interchange with grade separation at the entrance road and cross
airport roadway; Realignment of the North Field taxiway;New grade separation
between the North Field taxiway and Alameda roadway;Temporary taxiway, new
major arterial intersection at cross airport roadway and existing roadway in
Alameda, and Six signalized intersections.
Monterey County Traffic
Congestion Management ProgramÑDeveloped,
in six months time, consensus at the citizen, technical and policy level, the
Monterey County Traffic Congestion Management Program. This included establishing the road and
transit network, land use impact program, Level of Service standards and
methodologies, trip reduction program, and Capital Improvement Program. Wrote the environmental review document
for the program. Implemented the
program from 1991 through 1998.
Monterey County Rail
PlanningÑServed as the lead staff on
developing alternatives for train service between Monterey and San Francisco
and between San Jose and Salinas.
Drafted schedules, cost estimates for repairs to track and bridges,
station locations and costs, and Proposition 116 application. Drafted Negotiation Protocols for the
public agency negotiation with the Southern Pacific and later, the Union
Pacific Railroad. Prepared
environmental studies on impacts of bridge repairs, track repairs, and station
development. Worked with citizens,
staff and elected officials.
Served as primary point of contact with the local media, business and
citizens for the project. Managed
a team of consultants. Managed
staff and budgets.
