Independant Validation and Verification - San Francisco-Oakland Bay Bridge: East Span 

In 1989 the Loma Prieta earthquake, struck the San Francisco Bay area resulting in the collapse of a section of the San Francisco Oakland Bay Bridge. With rapidly increasing costs and unexpected delays, the James Transportation Group lead a technical team charged with providing an independant assessment to the Governor's office relative to factors that have caused major project delays or cost increases. Our technical team assessed the impacts of the unique bridge design, fabricated steel costs, project management, project schedules, the competitive market place and insurance costs in order to support the administratin in forging a solution for this important $5.02 billion economic and life-line structure for northern California.

Small Business Enterprise Coordination

James Transportation Group is part of a team providing small business enterprise support to Caltrans. Our task is to help Caltrans incease small business contracting opprtunities and work effort on this important California lifeline project. Our responsibilities include marketing, outreach events, coordinate with major prime contractors to identfy small business contracting opportunities and facilitate small business participation on the projects, assist small businesses in securing state certification, and providing plans and specifications for review.

Construction Support Services

The San Francisco Bay is one of the most environentally sensitive water bodies in the western United States and one of the true natural environmental treasures of California. As such it's protection from damage is a top priority. Because of our extensive background and knowledge of the project and the San Francisco Bay area, James Transportation Group is providing construction support services including construction SWPPP monitoring and compliance, OSHA safety compliance, claims review support and contract administration services.

Hydrogen Bus Validation Project 

James Transportation Group is providing financial and budgetary management to establish a comprehensive budget and monthly expenditures for this innovative $2.7 million project to develop hydrogen fueled engines for California's transit fleett.  We also secured expert gaseous environment and structural engineering support to get the project back on track.

Sacramento Regional Transit District General Construction Management Support Services

Our team was selected for a multi-year engagement to provide general construction management support services for RT’s capital improvement program. Our responsibilities include contract administration, QA, inspection, material sampling and testing, survey verification, and community relations support services during the period of construction

We serve as RT’s representative to the construction contractors and the public with respect to the activities at the construction site, interpretation of the requirements of the construction contract documents, assessing the acceptability of contractor’s work, scheduling and coordinating materials testing, managing the construction project, and evaluating contractor’s claims.

State Route 22 Orange County California

Provided project specific DBE Program Management services to the $500 million State Route 22 HOV Lane Design Build project in Orange County.  Reviewing and monitoring subcontractor activities including progress report, progress payments and contract compliance.  Our tasks included Disadvantaged business

enterprise (DBE) outreach efforts.  We identified and worked will all of the minority business trade groups and business associations in southern California, the counties of Los Angeles, Orange, San Diego, Riverside and San Bernardino. We performed a very aggressive outreach program to DBEs, met with these minority groups as often as possible, held workshops and made presentations and explained the DBE goals on the project, identified bid and project work opportunities for DBEs and worked directly with interested DBEs. Prepared all media solicitations for DBE participation, developed and placed all print advertisements in various print media that reach the minority business communities in southern California and maintained and updated the project website.

Maintenance Facility

James Transportation Group is  assisting with compliance monitoring related to Davis-Bacon Act regulations for this $4,500,000 federally funded maintenance facility.  Our responsibilities include review of any discrepancies found with the contractors and advice to agency staff.

Bus Procurement

Our staff are providing bus procurements support services  for a number of northern California transit properties.  We are providing RFP review and development support, FTA piggybacking regulation compliance expertise , and biddig process support for 32, 35, and 40’ CNG, diesel, and hybrid-diesel electric powered busses. James Transportation group has experts in FTA grant administration and are famliar with TEAM administration.
Organizational Development
Consulting Services
SMUD needed experienced, senior-level consultants to work with the organization in designing, guiding, and supporting a series of organizational development (OD) projects. The individual projects focus on process reengineering, change management, leadership development, communication, and other areas. The District also wanted to continue achieving established goals and objectives for delivering the best value and service to customers through continued improvement of processes, technology, and people. The goals of this project were to: Continue to move from a segmented, vertically-structured organization to one that is more integrated and customer focused, and therefore more responsive to the challenges facing the electrical utility industry; Change the organization’s culture, and the leadership practices that shape that culture, to be more team-oriented, flexible, change-hearty, and customer-responsive; Support business units in a continuous improvement process – at the center of which is a systematic reengineering of core and enabling business processes – and maintain the commitment to this effort over time; and       utilize technology more effectively, which requires implementing technology projects more rapidly, minimizing disruption of business units’ work, and maximizing collaboration between technology professionals and the people doing that work.

 Information Technology

James Transportation Group’s  IT staff are wireless networking experts.  We have planned and installed wireless computer networking throughout northern California.  Our IT Services staff are skilled in 802.11(b) and 802.11(g) wireless networking protocols. We have expertise in planning and configuring virtual private networks providingr the latest in security for remote computer users to access corporate networks.  Our staff is skilled in both Windows XP and Apple Macintosh  OS computer operating environments.

 James Transportation Group’s IT services staff also have installed wireless networking for satellite internet access systems.

 IT Procurement Support

James Transportation Group’s IT Services was recently selected by the Sacramento Regional Transit District, and the Orange Couty Transportation Authority to provide upgraded desktop and server computer systems and support.

 

California Department of Transportation - Hazardous Waste and Environmental Engineering Support Services in central California.

James Transportation group is providing the followiing technical services to Caltrans in central California: Traffic Control Services, site assessments, GPS services, securing necessary permits and preparing various project reports.

California Department of Transportation - Disadvantaged Business Enterprises Support Services

James Transportation Group provided assistance to DBEs located in northern California in Department of Transportation Districts 1- 6, District 9 and District 10. Our responsibilities include providing technical assistance training programs, training manual, and training modules that shall provide technical assistance to certified DBE firms in the Northern California area. The technical assistance support and training programs cover the following areas:

(a) Construction &  Construction Methods covering bidding,  prime contractor – subcontractor relations, project management estimating, plan reading &  pre-bid conferences
